It is less effective at cutting trees compared to the stone axe, and since it also has a lower damage than the stone axe. This really isn't the most useful tool, Though it's reload speed is higher compared to the axe making it's damage output close to twice that of the axe. The success rate for a stone hatchet is 15%.
